		<description>i realize this is very late in the life cycle of this post to be adding a comment but i&#039;m hopeful there may still be some active interest around this vital topic. what i would really like to know is what tools - software, specifically PR &amp; MARCOM software; SaaS services - are companies in China using to manage social media marketing? are companies in China only interested in reaching a domestic audience or is there a market for reaching overseas audiences?</description>

Dozens of paragraphs of technocratic whiffle on how digital agencies should be organized and what levels there should be in the hierarchy (decisions companies can make for themselves) and one woolly paragraph on ethics, which is, as anyone who works in the business knows and the article in your post makes clear, the whopping Elephant In The Room.&lt;br&gt;&lt;br&gt;Still waiting for CIPRA to grapple with that one for real.</description>
